We are currently aware of these manufactures:

• Signature Plastics aka Pimp My Keyboard (USA): DSA Foreign Alpha Kits Sublimated — available in many (non-dark) base colors, but requires to buy additional modifier keys (available with icons as well as with text) in addition to these kits. Allows mix and match with colors that way, though.

• Tai-Hao (Taiwan): Their category Exotic PBT Keycaps contains several keycap sets with country-specific layouts. Occasionally they're also sold by Drop (USA).
